[He means that in a general "you, the swords" sense, though Kashuu is interesting on his own as well--look, just remember that you asked the Honest Guy a flat out question.] You are beings who clearly have your own thoughts, beliefs and intentions, and yet each and every one of you I have spoken to is insistent on the fact that you don't have the right to choose your own bearer.
