I have heard from Kousetsu that these forms are temporary, yes.

[Even so, though... Sousei just doesn't understand it. Or, perhaps, the way it should be put is that he understands it all too well. Certainly before he met Tenka, Sousei was nothing more than a blind follower--he was told that he was going to be the Abe family vessel for the Orochi, and that was that. There was nothing else. But...even if it was just for a short period of time before his expiration date was up, Sousei learned to think for himself.

Even if these tsukumogami go back to being proper swords at some point...shouldn't they think for themselves so long as they have the ability to?]
